Paul Flemming, Director, ESAI Power Practice

Mr. Flemming directs ESAI’s Power and Gas Practice and has been with the firm since 1999 after over six years as Trading Manager with both Koch Industries and Caltex Petroleum. Mr. Flemming has been a part of ESAI’s Power and Gas team for over six years and has expertise in the dynamics of Northeast Power Market analytics including Power Flow modeling and Locational Marginal Price analysis and has particular expertise in the developing capacity markets. He has been directly involved in numerous plant evaluation feasibility studies and performs regular analysis to determine the factors influencing the pricing dynamics of the deregulated Northeast power markets. Mr. Flemming also has direct responsibility for the firm’s natural gas capability.

ESAI has provided specific plant economic analysis to a number of clients who have purchased assets in the Northeast markets. In addition, ESAI has acted as economic advisor to both the Neptune merchant transmission project, which will provide DC transmission from New Jersey to Long Island and the Hudson transmission project, which will supply DC transmission from New Jersey to New York, NY, under the Hudson River. Mr. Flemming led both of those projects.

Mr. Flemming has 25 years global experience in the international energy arena in the areas of; power market analysis, generation and transmission project economic feasibility, trading and supply, strategic planning, project development and refinery operations. At ESAI, Mr. Flemming has also been responsible for Global oil refining analysis, Asia product market analysis, Risk Management Support Services, Project Management for consulting projects and he plays a lead role in expert witness work. Mr. Flemming is a registered CTA, Commodity Trade Advisor with the National Association of Securities Dealers (NASD).


JosÉ Rotger

Jose Rotger, Senior Analyst and Consultant

With over 20 years of experience in the industry as a transmission developer, utility executive and state regulator, José Rotger is an expert in competitive electricity markets and the role played by transmission issues in these markets. Mr. Rotger’s inter-disciplinary expertise includes extensive experience with project interconnection procedures and process, RTO/ISO market rules, and policy advocacy before FERC and RTOs/ISOs, including representation in RTO/ISO stakeholder committees.

Mr. Rotger leads ESAI’s Transmission Watch service, providing monthly and quarterly analysis on transmission issues to ESAI’s Power Service clients. Mr. Rotger is also a lead contributor to ESAI’s Capacity Watch and Northeast Energy Watch services, as well as special projects and other advisory services. Mr. Rotger also provides ISO committee representation services to various ESAI clients.

Previously Mr. Rotger was Director, Regulatory Policy and Markets for TransÉnergie U.S. Ltd., a leading developer of independent transmission projects worldwide. In addition to his role as an architect of market-based frameworks for transmission project development, Mr. Rotger managed Federal and State regulatory affairs for various projects, including the first market-based transmission project in the U.S., the Cross Sound Cable. Mr. Rotger was also involved in commercial analysis of projects, including pro forma financial analysis, risk review and mitigation, power market forecasts, and all types of contractual and transactional documents.

Mr. Rotger also was a Principal Rate Analyst for the New England Electric System (now National Grid), where he participated extensively in the company’s restructuring and divestiture efforts and managed all generation and stranded cost-related filings before FERC. Prior to NEES, Mr. Rotger served as an Economist with the Massachusetts Department of Public Utilities, where his five-year tenure included involvement in all aspects of utility rate cases and resource planning filings.

Mr. Rotger holds a Bachelors degree in Economics from Brown University and an MBA from Northeastern University. He has considerable experience as an expert witness, providing testimony before FERC, the U.S. Department of Energy, and various regulatory, siting, and legislative bodies in the states of Connecticut, Massachusetts, New Hampshire, New York, Pennsylvania, and Rhode Island. Mr. Rotger is also a frequent speaker on electricity market design and transmission investment.


Tommy Sutro

Tommy Sutro, Director Power Business Development

Mr. Sutro has over 17 years of business development and sales experience growing successful sales driven organizations. In his position as ESAI Power’s head of business development, sales, and marketing, he oversees all of our client and prospect relationships, as well as driving sales initiatives related to our product offerings designed to enhance performance and growth.

Mr. Sutro has been with ESAI Power for five years, driving revenue and client growth 40%+ every year since he began. Working with the analyst team, he has helped to establish client relationship protocols, client management tools, updated and refreshed marketing materials, and developed other key initiatives to further solidify the firm’s excellent 97% client retention rate.

Before joining ESAI Power, Mr. Sutro was a Director of Sales & Marketing at Sourcing Unlimited, Inc. (DBA Jumpsource) a global manufacturer of custom metal sub-assemblies and fabrications with operations in the US and China. Prior to that he was an Associate at Mustang Management Partners, a boutique private equity firm. Mr. Sutro began his career at Forrester Research, Inc. a global technology research firm, where he was one of five original Global Sales Managers after holding the position of Business Development Manager, and frequent President’s and Quota Club member.

Mr. Sutro is a gradate of numerous professional sales training programs including Solution Selling, Large Account Management Program, and Miller Heiman, Inc.

Mr. Sutro holds a B.A. from Denison University.
